“Most of our new spending comes from entitlement programs like Social Security, Medicare, and Medicaid, which make up 40 percent of the budget and are growing from 6 to 8 percent each year. Entitlements are projected to expand to more than 60 percent of the budget in ten years. Only by better managing the growth of these programs can we hope to restore fiscal sanity and balance the budget.” The bill passed by a vote of 56 to 37. Alexander voted no.
