“We should pass one bill to fund both our veterans and military construction, which the President has said he will sign. The Senate leadership should never have attached this bill to another that we know the President will veto.” The Military Construction and Veterans Appropriations Conference Report was separated from the Labor-HHS-Education Appropriations Conference Report after a point of order was raised against including both in a single bill. A motion to waive the point of order – which would have required 60 votes – failed on a vote of 47 to 46.
